Aged Care in Australia is changing—here’s what you need to know

Australia’s aged care system is undergoing its most significant transformation in decades.

From 1 November 2025, the Australian Government introduced the new Support at Home program along with a revised Aged Care Act.

With these major changes on the horizon, it’s natural to have questions about what this means for you or your loved ones.

1. Changes to Aged Care - A Snapshot

From 1 November 2025:

  • A new Aged Care Act will come into effect, focused on a rights-based approach to care.
  • Home Care Packages and Short-Term Restorative Care will merge into the new Support at Home program — designed to be simpler, fairer, and more responsive.
  • The 英联邦居家支持计划 will remain unchanged until at least 1 July 2027.

The Aged Care Act 2024 includes a new Statement of Rights, which replaces the current Charter of Aged Care Rights. It ensures older people are at the centre of care decisions and reinforces their right to dignity, safety, and respect.

Key changes:

  • Improved care across home, community, and residential settings
  • Stronger accountability for providers
  • Implementation of recommendations from the Royal Commission into Aged Care Quality and Safety

The updated Quality Standards set clearer, more detailed expectations for care services. They:

  • Put older people at the centre of care
  • Increase protections and support for those living with dementia
  • Improve clinical care, food, and nutrition standards
  • Address needs of people from diverse backgrounds

Align with the new Statement of Rights

All aged care workers—including staff, volunteers, and board members—must follow the Aged Care Code of Conduct, ensuring respectful, safe, and professional care. The Aged Care Quality and Safety Commission oversees compliance and addresses any concerns.

The Support at Home program is part of the Government’s response to the Royal Commission, designed to help older Australians stay independent longer by delivering better, more coordinated support.

If you currently receive care through the CHSP, there will be no immediate changes. CHSP will not transition to Support at Home until at least July 2027.
